Keeping your home comfortable during chilly winter months can lead to an increase in energy usage and your monthly electric bill. AEP Ohio’s Neighbor to Neighbor program may be able to offer some financial relief this season.
Administered by Dollar Energy Fund, the Neighbor to Neighbor program supports customers in need with an assistance grant applied directly to their electric bill. Customers are eligible to receive the grant once per program cycle on a first-come, first-served basis. The application period is open now through March 31, 2026, while funds are available.
Since AEP Ohio and Dollar Energy Fund launched the Neighbor to Neighbor program in 2009, more than $21 million in bill assistance has been given to nearly 80,000 Ohio households.
Who is Eligible?
Your household may be eligible for up to a $350 grant if:
- You are an AEP Ohio residential customer.
- Your income is less than 200% of the federal poverty level guidelines.
- You are at least 30 days behind on payment and have an outstanding balance of $50 or more.
- You have paid at least $75 on your AEP Ohio account in the past three months.
- Your electric service has been disconnected or is in threat of disconnection.
- You are not enrolled in Ohio’s Percentage of Income Payment Plan.

I believe this program is absurd. Again, those of us responsible people paying our bills on time get to provide assistance to people who will not help themselves meanwhile my on time payment doesn’t receive a discount? Where’s the customer loyalty? Where’s our thank you? Oh, I know, let’s raise these folks bills because of the less fortunate need assistance. I think that’s what pip and welfare is for.
I totally agree, but, I am now retired and living off social security disability and my private pension. I am now one of those people that you mentioned, I can’t afford to keep paying $150.00 a month for electric service. If I get another job I’ll lose my social security disability, what do I do? Unfortunately, ask for help, never in my wildest dreams would I think that I would be in this situation.

Applying this program
I don’t feel like this is fair. Just beauties my bill is not past due and I’m not 200percent below poverty level doesn’t mean I don’t deserve help. I keep my electric bill at zero every month. These are the people that should be the ones helped. You’re rewarding bad behavior.

I am low income and not behind on payments. But with the substantial planned increases in rates in 2026 it will be tough.
Question 1 – Do you have to meet ALL of the requirements listed, or just qualify for one? Example – I am good on my bills and always have been, however, my income level could meet the requirements?
Question 2 – Do you use the AGI, or the “Total Income”? If using AGI, I am well below the poverty level, however, Total Income, might be borderline?
Question 3 – I am totally commission (1099) and can only show proof of “Annual Income” and will not have 2025 taxes done until after the deadline, so can I use 2024 taxes to apply?

I would like to know if I’m eligible for the help I’m on pipp program but I have medical problems and I’m 74 is my age and I know I while back I was using the space heaters to help because my landlord doesn’t keep up on the problems .
